To start the quest you will have to talk to the Bishop in his store ‘Beef Head Video’, For collecting them all you will receive: The ‘Collector’ achievement, 3000 UC ( actually way more as you receive some for showing cards to the Bishop, lets say something around 10k UC) , 1000 WESN and a special T-shirt (that is kinda mid to my opinion)
Also i’d recommend to use the 80 chip, you can craft it in Naomi’s lab. it will make a noice when you’re nearing any collectible items on foot.

The second card is located nearby Highway and in front of the Chinatown Café

this one is on the Santa Destroy Pier.

The fourth card is located at the entrance of Beef Head Video in Santa Destroy.
