Though he can dispatch enemies with a single strike like Peppino can, The Noise mostly does this with stabbing or clawing, rather than through raw strength.
Perception: 4 (Unsuspecting Trout)
It’s a bit hard to determine how perceptive Noise is, so once again, I’m going to average it out. Mostly. It’s slightly under average to make way for other stats.
Endurance: 10 (Unstoppable)
Just like Peppino, The Noise cannot die no matter how much damage he takes. The only exception to this is boss fights, whether you’re fighting as him or against him.
Charisma: 8 (Movie Star)
The Noise is quite literally a movie star. He has made a career (and a fairly successful one at that) in entertainment. He’s the host and producer of his own TV channel, and has seemingly starred in various media.
Intelligence: 3 (Cretin)
The Noise isn’t really the brightest. He’s known for being pretty haphazard in a lot of things he does and often gets himself hurt because of it.
Agility: 5 (Under Control)
Although The Noise is capable of reaching fairly high speeds and heights, he mostly does this through using his skateboard and jetpack. Still, he is very skilled at skating and can uppercut pretty high, so average agility may be a fair assumption.
Luck: 5 (Coin Flip)
Despite how accident prone he can be, Noise always gets himself out of trouble. Not exceptionally lucky, but enough to have some degree of plot armor.

Gameplay
Noise is narcissistic, destructive, and has little to no regard for rules or order. He’s also been known to cheat a lot, whether it be at golf, racing, or duels. He will always put himself before others whenever given the choice. He’s not outright evil, however. Less chaotic evil and more so chaotic neutral.
Companions
Noise might be interested with having ED-E around, since he could re-purpose him as a sort of drone camera for his TV shows and movies. You might need to scavenge the parts to repair him though, since your Repair and Science skills might not be that high.
Lily might be of interest to him too as she would make for a good bodyguard.
Factions/Alignment
Noise would unquestionably side with Yes Man towards the end of the game. This wouldn’t be for any political reasons though. It’s solely because The Noise wants New Vegas all to himself. He would most likely want to run the place, re-name it to Noise Vegas, and have make all the Securitrons have his face on them.
On another note, he might also opt to steal explosive equipment from the Powder Gangers and Boomers.
