Some guides recommend saving those 78 Inhibitors, maxing out one stat, then reloading a save file to max out the other and unlock both achievements. Alternatively, you can use the save files provided in this guide:

Also if you seem to miss only the last couple Inhibitors on your first playthrough and can’t find them anywhere, keep in mind there are three inhibitors outside of the map area on the way to the Observatory and one is received from the Side Quest: “The First Biomarker”[www.powerpyx.com].
“Boot Licker”
A territory must be assigned during Main Quest #8:“Water Tower” and Main Quest #11:“A Place To Call Home”. After these two quests you can assign the remaining 5 territories at any point in the story.

Some missable collectibles in this list may have been patched, meaning they can be collected even if they were inaccessible before- I’ll still leave them in the list until I’m 100% sure they aren’t semi-missable (better safe than sorry). If any collectible is glitched for you or you missed something, you can always try to join someone else’s game and try to get it there…
I highly recommend checking the Glitched? Section of the guide too, since some collectibles may be locked behind glitchy side quests for you.

There’s a single missable collectible in the Prologue [www.powerpyx.com]of the game and is easily missable. Since the Prologue can’t be replayed even in New Game+, missing this collectible can prevent you from achieving the “Archivist” trophy.
Memento #1: Newspaper Article – October 11th, 2020[www.powerpyx.com]
However, some players have reported that this memento can be found later in the game, credit to WhiteEagle for the video:
After finishing Main Quest #4: “The Only Way Out”[www.powerpyx.com] right outside the door when you first get interrogated by Aitor there will be a Carriers NPC at Quarry’s End, you have to talk to the NPC in order to later trigger the Carriers[www.powerpyx.com] questline that contains a tape and a memento.
First Carrier[www.powerpyx.com]
If you miss it, there’s a second way to trigger the Carriers[www.powerpyx.com] questline- if you haven’t captured Metro: Newalls Crossing yet, you simply have to complete the Side Quest “Rats in the Dark” (or it could be “Rats in the House” I’m not sure) which appears in the Fish Eye Canteen.
Also the Side Quest: “The Ball is in Your Court”[www.powerpyx.com] becomes inaccessible after Main Quest #9, make sure to complete it, as three missable collectibles are in military containers you have to search during the quest:
GRE report – Quartermaster Pike #1[www.powerpyx.com]
GRE report – Quartermaster Pike #2[www.powerpyx.com]
GRE report – Quartermaster Pike #3[www.powerpyx.com]
You get this memento from a zombie you kill in the basement. If you miss it you should be able to get it by starting the Side Quest: “Last Will”[www.powerpyx.com].
Chris’s Dog Tag[www.powerpyx.com]
When you get to Waltz’s chambers you can find three collectible tapes there:
Waltz’s Chamber Recording #1[www.powerpyx.com]
Waltz’s Chamber Recording #2[www.powerpyx.com]
Waltz’s Chamber Recording #3[www.powerpyx.com]
A location with a tape becomes inaccessible, because of story progression:
